Abstract:

The authors argue that the legislation passed in Maryland, the Fair Share Health Care Act which requires Wal-Mart to pay a fixed percentage of payroll for workers' health care undermines economic development in the state, as Wal-Mart perceives the business climate to be "unfriendly" and places plans to build two new distribution centers in low income counties, on hold. The authors also argue that the bill is an effort by the SEIU's national effort to limit Wal-Mart's competitive reach by raising costs. The economic losses of this legislation is calculated in terms of new jobs, unemployment rate and tax receipts.
