Abstract:
The Greensboro, North Carolina Housing Authority (GHA) faced an angry population when it proposed to locate a new public housing community in a middle class neighborhood. It was clear that many critics of the new plan were misinformed about public housing. Could GHA use a marketing plan? Would marketing be appropriate for a public-sector organization?
